The construction of inclusive education systems has accompanied the reform processes of LA countries in different ways in recent decades, but it is difficult today to find an educational public policy discourse that does not address inclusion, at least conceptually and theoretically. For the same reason, progress in this area tends to have different levels of depth and roots depending not only on the national territories concerned, but also on their capacity to achieve sustainable political and social agreements over time (what we would call State policies), which are not threatened by changes in government or are at the discretion of relative and interchangeable majorities.
