The desprofessionalization on the teachers of special education

Abstract

The paradigm shift in Special Education has become an unpleasant feeling of desprofessionalization on the teachers of Special Education. The old practices will no longer operater and the new rationality technique has not taken place with certainty expected. Also, it is to rebuild a new professional convenant between the Special Education and Mainstream in Education within the framework of civil society of teachers, families and students.

Author Biography

Eliseo Guajardo, Subsecretaría de Educación Media Superior y Superior del Estado de Guerrero

Representó a México en la Conferencia Mundial sobre Necesidades Educativas Especiales en Salamanca, España (1994). Y, en varias ocasiones, ante la Organización Regional de Educación para América Latina y del Caribe (OREALC) de la UNESCO. En su gestión como director General de Educación Especial de la Secretaría de Educación Pública (1992-1999) se propuso la promulgación del Artículo 41 de la Ley General de Educación que dio inicio decidido a la integración e inclusión escolar de los menores con discapacidad. Participó como representante de México en la Reunión de Expertos que dio origen a la Convención de las Naciones Unidas Amplia e Integral para Promover y Proteger los Derechos y la Dignidad de las Personas con Discapacidad; organizada por la Secretaría de Relaciones Exteriores de México, 2002. Fue consultado para el Proyecto del Sistema de Información Regional sobre Necesidades Educativas Especiales SIRNEE, 2006. Participó como asesor internacional en el Proyecto HINENI/FONDEF: INCLUSIVA, Modelo de Evaluación. 2007. Actualmente, es el Subsecretario de Educación Media Superior y Superior del Estado de Guerrero, México.
